Offline map updates, proof of problem

At my work I have a nice backend for our network in which I can visualize the actual bandwith use per client.
Although my phone says:
My network backend tells me:
There is NO network activity from my client whatsoever. This is completely in line with my experience in which I have been trying to be patient for this update for 4 days in a row...
For completeness: When I delete app data and start downloading maps from scratch, all is working okay, and there is significant bandwidth usage.

Update:
I started downloading Germany, and took off to lunch. After returning I checked the status of the download. It finished about 1/3 of the download and stopped. The bandwidth usage is back to zero. So it looks like the download fails when the device is in standby for a while, and it doesn't recover when it regains focus.
Now when I force-quit the app and restart it, it recognizes SOME areas being downloaded, others not. When I restart the download, it resumes at that 1/3 of the total. I checked the "keep app active at standby" setting in Android, and it was on.
