Not allowing me to cross a border using a pass

Specifically the Timmelsjoch pass from italy to austria. I'm editing some routes I got from the libraray and a couple go up to the country border but won't cross I'm trying to cross the timmelsjoch but it only wants to cross at the brenner pass and come down via Innsbruck. The only boxes I have ticked in my toolbox are highways and seasonal road closures off. I`ve even put a waypoint in just over the border but it insists on taking the long route.
Any ideas? It's getting a bit frustrating adding 200 miles and many hours lol!

If you put more forming WP on the route can you then force it to use the pass? And do you you the Here map?

Yep,using the here map and even if I put a wp just on the other side of the border I still goes all the way round.

I had a similar problem with a route last year. The issue was the Hear map. For some reason it considered a section of the road as being non-passable. I think it turned out to be a bridge out ... the solution was to create a direct line between two waypoints.
Would not route from waypoint 7 to 8. Brought up the properties for waypoint 8 , clicked the more icon and then clicked on the skip icon (second last icon bottom row.
